Irvin Palmer homesteaded on the Colville Rez
for the majority of his life.
He asked me to preserve these documents regarding the history of how hunting and fishing rights for Non-Tribal Residents were taken away. As he fought all the way up to the Supreme Court who refused to hear his case I promised him I would publish them for posterity.
